The government sets safety standards in automobiles to ensure safety for the driver and the passengers, and emmision standards to protect the environment.
You have safety belts, airbags, and anti lock breaks etc, all great improvements that have probably saved many lives.
I believe the maximum speed limit in the US is 65 MPH.
Most vehicles can exceed the speed limit by 25 to 35 MPH.
Some high powered, off the assembly line, vehicles can probably exceed the limit by 50 or 60 MPH by adding on some high performance parts from a speed shop.
Having cars on the road that could not exceed 65 MPH would ,in no doubt, save a lot of lives.
Why has the government never set a standard as to how fast an automobile, intended for the general public, can be engineered to go?

if no one could speed, the government wouldn't be able to stick speed traps everywhere %26 rake in millions in revenue from people who went at 67mph instead of 65mph my friend.
it's exactly the same reason they haven't banned cigarettes. it costs the health service a fortune. yes, but not 1/2 as much as what the government makes off the tax on them...
I am gettng very cynical in my old ages.
