No, it would not... And how the hell do "poor" people afford drugs? Maybe if they spent their money on what their family needed instead of getting high, stoned, wasted... they could work their way out of poverty.
That said, the money spent on "the war on drugs" could be better used elsewhere.
It's not illegal if the persons getting the weapons are of age, are not convicted of any felonies, and they register the serial number.
